Constitution: Passed and Approved 11-97
Preamble:
We, the undersigned, wishing to secure for ourselves the pleasures and benefits on an association of persons commonly interested in Amateur Radio, constitute ourselves the Tri-State Amateur Radio Group and enact this constitution as our governing law. It shall be our purpose to further the exchange of information and cooperation between members, to promote radio knowledge, fraternalism and individual operating efficiency, and to so conduct programs and activities as to advance the general interest and welfare of Amateur Radio in the area of Northwest Oklahoma, Southern Kansas and Texas Panhandle.
ARTICLE I
Membership:
All persons interested in Amateur Radio communications shall be eligible for membership. Membership shall be by application and election upon such terms as the Group shall provide in its By-Laws.
ARTICLE II
Elections:
Election of Officers of the Group shall be held as set out in the By-Laws of the Group.
ARTICLE III
Officers:
The officers of this Group shall be: President, Vice-President, Secretary and Treasurer. The offices of Secretary and Treasurer may be held by the same person.
ARTICLE IV
Meetings:
Sec. 1: The By-Laws shall provide for regular and special meetings.
ARTICLE V
Dues:
The Group, by majority vote of those present, at a meeting with a quorum present, may levy upon the general membership such dues or assessments as shall be deemed necessary for the business of the Group. Non-payment of such dues or assessments shall be cause for expulsion from the Group, within the discretion of the membership.
ARTICLE VI
Membership Assistance:
The club through appointed committees may provide technical advice to members, classes for those wishing to obtain or upgrade their license in Amateur Radio, weather net operations, hamfests, other information and assistance for the public and members of the Group.
ARTICLE VIII
Amendments:
This Constitution and/or the By-Laws may be amended by a two-thirds vote of the total membership of the Group. Proposals for amendments shall be submitted in writing at a regular meeting and shall be voted on at the next regular meeting, provided all members have been notified by mail of the intent to amend the Constitution and/or By-Laws at said meeting as set out in the By-Laws.

NAME AND PLACE OF GROUP
The name of this organization is TRI-STATE AMATEUR RADIO GROUP. This Group will operate in the Northwest Oklahoma, Southern Kansas, Northern Texas Panhandle.
GROUP POWERS
The primary powers of the Group shall be vested in the Officers elected from the membership of the Group as provided for in these by-Laws.
MEMBERSHIP
Full membership: Full membership is open to licensed amateur radio operators. Full membership includes all Group privileges as well as rights to hold a Group office and to vote for Group officers.
Associate membership: Associate membership is open to those actively engaged in a class leading to an Amateur Radio license and to all other interested persons. Associate Membership includes all club privileges except for the right to hold office and vote for Group officers.
Application for membership shall be submitted at a regular meeting.
MEETINGS
Regular meetings shall be held as set out in the Policy statements of the Group.
Special Meetings may be called by the President, or by a written request from at least five of the Group members, or upon call of at least two of the Officers of the Group.
At all meetings a minimum of one-third of the membership shall constitute a quorum for the transaction of business. At meetings with less than a quorum present, reports may be read and accepted, activities of the Group may be conducted, but officer elections and business concerning, By-Laws, Constitution and items of legal concerns cannot be conducted.
Robert's Rules of Order shall govern proceedings of all meetings.
Notices: Regular meetings do not require notices to be sent out. Special Meetings require at least three day notice put out on the local repeater twice a day. Meetings with intent to amend the Constitution or By-Laws require a written notice sent out to all members at least one week prior to the meeting stating that changes in the Constitution and/or By-Laws are to be voted upon.
OFFICERS
The officers of this Group shall be elected for a term of one year by ballot of the members, or by show of hand vote, of the members present, provided there be a quorum at the meeting. The term of office shall be from the end of the December meeting till the end of the next December meeting.
The Officers of the Group shall be able to succeed themselves one time, in any office. The Vice-President shall succeed the President, unless the President is reelected for the second year. The Secretary and Treasurer shall be elected for one year terms with the ability to be reelected one time. An officer may be elected to a different office as long as the above statement is met.
Vacancies occurring between elections must be filled by special election at the first regular monthly meeting following the withdrawal, resignation or removal.
Officers may be removed by a two-thirds vote of total membership. Officers not attending four regular monthly meetings in a row, may be removed from office by a majority vote of the members present at the next meeting.
In the event that a quorum is not present in the meeting called for election of Officers, the current Officers shall serve in their capacity till their replacements are elected.
DUTIES OF OFFICERS
The President shall preside at all meetings of this Group, and conduct them according to the rules adopted. He/She shall enforce observance of this Constitution and By-Laws, and all Policy Statements of the Group, decide all questions of order; sign all official documents adopted by the Group, and perform all other duties pertaining to the office of President.
The Vice-President shall assume all the duties of the President in his/her absence. He/She shall perform the office of President if the President is unable or unwilling to perform the office of President. He/She shall help organize the Group's activities. He/She shall maintain close liaison with the ARRL Section Emergency Coordinator to further the Group's participation in the Amateur Radio Emergency Service.
The Secretary shall keep, or cause to be kept, a record of the proceedings of all meetings, keep a roll of members, submit membership applications to the Group, carry on correspondence, with members and others, the Group wishes to correspond with. At the expiration of his/her term he/she shall turn over all items belonging to the Group to his/her successor. It shall be the duty of the Secretary to keep the Constitution and By-laws of the Group. He/She shall note all amendments, changes and additions on the Constitution and By-Laws. He/She shall permit the members of the Group to consult the documents upon request. All other records of the Group, except for the duties of the Treasurer, shall be the duties of the Secretary to keep.
The Treasurer shall receive all monies paid to the Group, keep an accurate record of all monies received and expended; pay no bills without proper authorization by majority of the Group's officers. At the end of each quarter he/she shall submit a itemized report of receipts and disbursements to the officers of the Group, which shall be made available to members for inspection. At the end of his/her term he/she shall turn over all items and records of the Group to his/her successor.
DUES
A regular yearly assessment for operational expenses of the Group and the support of repeaters and other Group projects shall be assessed as laid in the Group's Policy statements. These assessments shall be reviewed each year and may be changed at any regular meeting at which a quorum is present, an a majority vote is taken. A special dues rate may be set for families that have more than one member in the Group.
COMMITTEES
The President of the Group may appoint committees from time to time to carry out the purposes of the Group.
PROPERTY
Common property of the Group shall be held and enjoyed by all members of the Group. Common property shall be that property that is paid for from the dues and/or donations to the Group. The Officers of the Group shall record the items of property of the Group on the records of the Group and the Secretary shall hold those records at any time an item of property is obtained with a value in excess of $750.00. In the event the Group is disbanded or dissolved, the property shall be sold and the proceeds shall be divided and disbursed to the members of the Group that have paid their dues in the proceeding 12 months. In all other cases proceeds from the sale of property shall be put back into the Group's treasury. Items of property of less than $750.00 value shall be deemed donated to the cause that the item is used for. The Group may vote to donate the equipment to another radio club or to a charitable cause.
AMENDMENTS
This Constitution and/or the By-Laws may be amended by a two-thirds vote of the total membership of the Group. Proposals for amendments shall be submitted in writing at a regular meeting and shall be voted on at the next regular meeting, provided all members have been notified by mail of the intent to amend the Constitution and/or By-Laws at said meeting as set out in the By-Laws
Group Policy Statements: Approved & Passed 11-97
Dues:
The dues for each full membership of the Tri-State Amateur Radio Group is set at $25.ØØ per member per year. The dues for an associate membership for those working toward a Amateur Radio license is $25.ØØ, which will cover the cost of one book and one year of membership in the Group. A spouse of a member, who has a paid up full membership, shall be assessed $5.ØØ per year. Dues amended on 12/Ø9/99
Paying Bills:
The Treasurer of the Group may pay bills that have been approved by a majority vote of the Officers of the Group.
Meetings:
The regular monthly meetings of the Tri-State Amateur Radio group shall be held each month on the second Thursday of each month at Northwestern Electric Building in Woodward, OK.
Bank:Tri-State Amateur Radio Group's monies shall be kept in a bank as much as possible by the Treasurer of the Group.
